Proposed Housekeeping Amendments
To Paardeberg Unit By-Laws
November 3, 2009

Due to changes to The CAV memberships for 2010 the following housekeeping amendments are being proposed to the membership for consideration.

Proposed change to By-Law #4 Membership Management Item # 3

Current wording:
3. There is often confusion across The C.A.V. as to when the National dues should be paid as the organizational year is based on November 11th but dues have traditionally been collected around the calendar year.

Proposed wording:
Remove this item in its entirely.

Justification:
Remove this item as it is not a by-law but a comment. and Item #13 states that membership renewals must by submitted to CAV National by February 15th. Remove of this item causes all following item numbers to be reduced by 1.

Proposed change to By-Law #4 Membership Management Item # 5

Current wording:
5. National fees are: $55 for new member and $25 for renewing or returning member who already has the crest/badges and does not require a new member package. Unit dues are established at $10 per year per member or $15 for a couple. Both National and unit membership dues must be paid in full in order to be a unit member.

Proposed wording:
4. National fees: fees for new CAV members and renewing CAV members are set by National. Changes in these fees will be communicated to the members of Paardeberg Unit as soon as they are made known. Unit dues are established by the members of Paardeberg Unit and must be voted on annually at the November meeting.

Justification:
This wording provides the membership the ability to raise unit fees or lower unit fees as need be for the coming year and allows for any changes that may come down from CAV National.

Proposed change to By-Law #4 Membership Management Item # 5

Current wording:
11. Membership renewals are to go through the unit; members will not communicate directly with 1 CAV or The C.A.V. HQ. The renewal application for (Annex A) and payment is to be provided to the Sergeant-at-Arms by the date specified.

Proposed wording:
10. Membership renewals are to go through the unit; members will not communicate directly with 1 CAV or The CAV Headquarters. The renewal application is on The CAV website for printing and payment is to be made to the Sergeant-at-Arms by the date specified.

Justification:
There is no need to annex The CAV membership/renewal form as it is readily available on The CAV website and is subject to change by The CAV National.

Proposed change to By-Law #4 Membership Management Item # 16

Current wording:
16. A C.A.V. member who renews their National dues but does not pay their unit fees is not eligible to participate in any unit meetings, rides or other events and may be expelled from the unit. This is not normally cause for a disciplinary dismissal from the Paardeberg Unit and expelled persons may apply to another unit; however, the circumstances of the expulsion will be communicated to 1 CAV HQ and the gaining unit.
